Berkeley County Development Authority (BCDA)

Our mission is to facilitate the growth of business in the county. We are a local agency that assists businesses as they consider the many advantages of moving to or expanding operations in Berkeley County. Our goal is to connect you with the many opportunities that our county has to offer.

The BCDA is ready to assist:

  • identify property options and assist with site selection
  • obtaining the necessary permits and licenses
  • locating workforce development and customized training programs
  • determining financing options and incentives.

Organizational Overview and Board Members

Abe Ashton

serves as President of the Berkeley County Development Authority (BCDA) Board of Directors, Chair of the Executive Committee, and member of the Business Development Committee. Mr. Ashton is an attorney in Martinsburg, West Virginia.

Amy Orndoff

serves as Vice President of the BCDA Board of Directors, member of the Executive Committee, member of the Finance & Audit Committee, and a member of the Marketing Committee. Ms. Orndoff is the Executive Director at Berkeley Senior Services.

Brad Close

serves as Treasurer of the BCDA Board of Directors, member of the Executive Committee, Chair of the Finance & Audit Committee, and member of the Property Management Committee. Mr. Close is a Certified Public Accountant and has been with Bradley, Thomas, and Matthew Close CPA, PLLC for more than 18 years. He also serves as a member of the Blue Ridge Community and Technical College Board of Trustees, representing education on the BCDA Board of Directors.

Montie Hicks

serves as Secretary of the BCDA Board of Directors, member of the Executive Committee, member of the Finance & Audit Committee, and member of the Business Development Committee. Mr. Hicks is employed at CNB Bank as the Senior Credit Analyst.

Eddie Gochenour

serves as the Designated Representative for the Berkeley County Commission on the BCDA Board of Directors, member of the Executive Committee, member of the Government Affairs Committee, member of the Property Management Committee. Mr. Gochenour is a Berkeley County Councilman.

Helen Harris

serves as Past President of the BCDA Board of Directors, member of the Executive Committee, member of the Property Management Committee, and Business Development Committee. Mrs. Harris is a retired business owner.

Margie Bartles

serves on the BCDA Board of Directors and is the Chair of the Property Management Committee and a member of the Finance & Audit Committee and Marketing Committee. Ms. Bartles is a Real Estate Broker for Long & Foster WV and REALTOR® Emeritus.

Mary Sue Catlett

is a Retired Business person in Berkeley County. She was also a Member of Hedgesville Town Council from 1985-2017, the Former Mayor of Hedgesville 2006-2017 and Presently on the Hedgesville Town Council.

The Honorable Kevin Knowles

is the mayor of the City of Martinsburg, West Virginia since 2021. He is a member of the Government Affairs Committee and Marketing Committee. Mr. Knowles is the City of Martinsburg’s BCDA Board of Directors representative.

Doug Long

serves on the BCDA Board of Directors and the Government Affairs Committee. Mr. Long is employed by OmniTRAX.

P.J. Orsini

serves on the BCDA Board of Directors and is Chair of the Business Development Committee. Mr. Orsini is the owner of Orsini’s.

Dr. Brandon Smith

serves on the BCDA Board of Directors and is Chair of the Marketing Committee and a member of the Property Management Committee. Dr. Smith is owner of Tuscarora Family Dental Care.

Hunter Wilson

serves on the BCDA Board of Directors and Business Development Committee, and is Government Affairs Committee Chair and is a member of the Government Affairs & Infrastructure Committee. Mr. Wilson is a Real Estate Broker at Hill Crest Realty.

Jason Barrett

Jason Barrett is a Republican member of the West Virginia House of Delegates and serves on the Business Development Committee, representing the 61st district. Barrett is also a small business owner.
