Open Requests

The Berkeley County Development Authority is accepting Statement of Qualifications from qualified professional engineering consulting firms detailing the firm’s qualifications, technical expertise, management and staffing capabilities, references, and related prior experience for The Harold Drive Extension Project.  This project will create an access road, with related infrastructure improvements, to account for future industrial and large commercial development to run parallel along the west side of Interstate 81 between Exits 8 and 12 in Berkeley County, WV. The existing Harold Drive (Rte. 18/3) stretches for approximately two miles before terminating, roadway is to be widened and extended an additional ¾ of a mile to connect to the rear of the Commons Shopping Plaza. The total cost of such project is anticipated to cost $250,000 or more. Professional services may include, but are not limited to: Preliminary estimates, design and environmental impact analysis utilizing WV Division of Highways Design Directive DD-205, identification of alternatives, identification of funding resources, economic impact analysis of the project for final identification of the most cost effective completion of construction that provides the highest return on the investment and all other future phases of the project.

Closed Requests

The Berkeley County Development Authority is soliciting sealed proposals from qualified engineering firms to complete the design, specifications, and oversight for the highest and best use of a tract, owned by the Authority, of approximately one (1) acre, more or less, assessed in Berkeley County, West Virginia as Martinsburg District, Tax Map 8, Parcel 55.6, 1.02 acre lot 3 N Foxcroft Avenue. The project shall take into consideration the surrounding neighborhood and demographics, as well as marketability of the design.

All proposals shall be delivered to the Berkeley County Development Authority office, 300 Foxcroft Avenue, Suite 201, Martinsburg, West Virginia 25401, in a sealed envelope marked “Request of Proposal of Qualifications- Engineering Services” by Wednesday, March 18, 2020 at 9:00 a.m. for opening on that same date at 10:00 a.m. EST.

The Berkeley County Development Authority (BCDA) is requesting bids for painting at 400 Foxcroft Avenue, Martinsburg, West Virginia, individually and collectively. Bids will be received until 3:00 p.m. on Friday, February 28, 2020, at which time they will be opened and read aloud. Each sealed bid envelope must be plainly marked as “400 Foxcroft Avenue Office Building 2nd Floor Painting”.

The Berkeley County Development Authority (BCDA) is requesting bids for removal and installation of commercial office flooring at 400 Foxcroft Avenue, Martinsburg, West Virginia, individually and collectively. Bids will be received until 3:00 p.m. on Friday, February 28, 2020, at which time they will be opened and read aloud. Each sealed bid envelope must be plainly marked as “Foxcroft Avenue Office Building 1st Floor Flooring”.

The Berkeley County Development Authority (BCDA) is requesting bids for the removal and installation of bathroom flooring at 400 Foxcroft Avenue, Martinsburg, West Virginia, individually and collectively. Bids will be received until 3:00 p.m. on Friday, February 28, 2020, at which time they will be opened and read aloud. Each sealed bid envelope must be plainly marked as “400 Foxcroft Avenue Office Building 2nd Floor Flooring.”

Bids will be received until 3:00 p.m. on Friday, February 28, 2020, at which time they will be opened and read aloud. Each sealed bid envelope must be plainly marked as “Foxcroft Avenue Office Building Parking Lots”
